High surf conditions are delaying the response to a barge grounding at the entrance to San Juan's harbor in Puerto Rico. According to the governor, the fuel barge, named Defiant, became lodged between a rock breakwater and a riprap revetment due to powerful waves. The barge is now trapped in a narrow ditch, complicating salvage efforts.
